Instead, Oritz is worried that environmental activists like Hilton Kelley, will encourage people to leave the town where most of the money comes from the petrochemical companies. The only money here in the city of Port Arthur that amounts to anything comes from industry. If industry goes away, people might go away, too, because there will be no money. That's the continued salvation of this city. On the other hand, Kelley is campaigning for more restrictions on industrial construction and better monitoring of plant emissions. Benzene Remains a Threat In the latest assessment conducted by the state environmental regulators in 2000, the benzene levels in Port Arthur had reached acceptable levels.
